Meadows (and plants) can be placed on any surface you paint, the underlayer is only cosmetic until you start talking about your CROP fields and the like. If you like good RP (roleplay), then you can use a forestry mulcher, then go back and plant grass on top of the dirt it leaves. Forestry mulchers also remove stumps and make new fields (pre plowed too if teeth put down) at same time so are a good investment, but these will destroy the top plant layer so a meadow would have to be re-planted if this was done. You can remove bushes and etc that you place yourself by painting over them, however stuff that was already on the map you'll have to remove the hard way with mulcher or something. If you plant meadows (even on top of whatever else) it will regrow at most 3 times a year for you to remow but painted grass will never grow as it's the surface 'for looks' bottom layer (again, this doesn't include your normal crop fields or grass planted on them via seed).
